Some may be surprised that the Bank of Japan’s new forecasts do not have it attaining its 2% inflation target. However, we view its forecast of 1.9% in FY2015 for core inflation as a clever way of the BoJ expressing confidence in its ability to end deflation while simultaneously leaving open the door to take more policy action in the future if it deems this necessary.
